I'll probably catch some flak for this, but here goes.

One quick and dirty technique I have used in the absence of rivets is spoke heads and either double stick tape (high tac) or an epoxy of your choice- depending on how permanent you want the application to be. The least permanent, double stick tape, is quite easy. Just apply it to the entire surface of the back of the badge and cut the excess edges off. Then take two spoke heads with a tiny bit of the elbow still intact and insert it into the rivet holes with a bit of epoxy.

IMHO it doesn't turn out too horrible.
