Indeed, on ebay ( 230360259584 ) there are a set of Hetchins Anglo Continental handlebars, circa 1938, which are advertised as having a drops width of 18" (almost 46 cm). You'll have to go to Ebay UK to see these.

Regarding period correct wide handlebars, the 1966 GB catalogue lists the wider of its two Touring drop bar bends at 44.45 cm (17.5 inches) center-to-center.
