I believe that "path racer" and "track frame" are different terms for the same thing. However, the term "Road/Path" has been used in England for decades to mean a frame which can be used on the track, but has fittings for brakes and fenders, like this one, so that the one frame can, as you say, be used for club riding and time trials as well.
The fittings on the forks and the right hand seat stay (the one on the left hand stay has been obscured in the photo, I believe, by the right hand stay) are fender eyes, designed for use with special wingnuts, to enable the fenders to be removed quickly.
