[CR] Unusual lugs on unknown Track frame - 1960s?

Not my bike, but this fellow would love to know more about the bike which he just posted on Flickr.com

Although not elegantly filed and tapered, the nozzles of the head lugs (above the top and down tubes) on this bike have unusual slots which split the long points. I've never seen those before. Perhaps a clue to this ancient looking bike's identity?

The chromed steel stem is also very unique looking. Does anyone recognize the logo on the front?
