They are shaped as though they were made to run a lighting cable through the DT.? ? I tried to clean them out and was surprised to find they did not go all the way through the DT and present an opening into the void to run the supposed cable.? Were these left 'closed' and just up to the shop or owner to drill open and use??? BT"

Depending on their placement, they may be stops for the clamps for downtube shifters, downtube cable stops, water bottle cage, etc. They would keep the clamps from sliding down the down tube.
