Certainly wet or salty environments accelerate the effects of dissimilar metal contact. I can't way whether this situation will lead to significant damage, or not. I have seen terrible damage on automotive, aircraft, and military equipment, and in principle there's no reason why bicycles won't also fall victim. If you are worried, wire your lighting system with return wires, and do not allow return current to be carried by the frame. Obviously, cover bare metal. Paint exists for this reason.

Often in CR we resolve difficult delivery situations by asking for a nearby, say Southern California, member to buy the item and personally ship it to you. Certainly personal shipping is possible from the USA to Mexico. Unless perhaps it's an aerosol can?
