The vendor's description "lugged" is incorrect, since this is not a steel stem, but a forged aluminium stem, with imitation lugs.

They were listed in the 1952 Brown Brothers Cycle Accessory catalgue, and were at the high end of the price range for aluminium stems. Other makers of alloy stems listed in the catalogue were Burlite, GB (of course), Constrictor, Alumlite, Cyclo "Rosaloy" and Strata.
