Weren't those upright seat tube angles kind of an '80s trigeek fad?
Interesting bike, and glad to finally hopefully figure out what brand- Zullo- those "Super Record" panto bits that pop up on ebay come from. But why the Chesini shifters and seatpost on the ebay bike? Was there a Chesini-Zullo connection, or are this panto bits unambiguously wrong for that bike?

I had not ridden something like that for a long time, then earlier this year I happened to ride a bike with that feature and it was disconcerting: you feel like you're perched up there, with weight thrown forward onto your hands and shoulders. Not very pleasant actually..although I hasten to add the bike on ebay looks very attractive, and if you like that sort of thing it's probably be quite satisfying. Wouldn't surprise me if it had a 75 degree seat-tube, or more, though.
