I don't do Pletscher racks any more, but I can understand that some folks, more pure than I, wish to mount them. In my box of related parts, I found 4 spare munting plates that locate the rack a set distance above the brake mount bolt. The brake mount bolt passes through the plate, and through the Pletscher. I have both the heavier triangle shape, and lighter T shape. Both types have some flexibility in how high the carrier rides above the brake stay: two positions for the triangles, four for the T.

For $7 postpaid, you can pry one of these critters out of my hand. I have to bribe Beloved Spouse to do the post office run, so can't sell for less. Bowne has right of first refusal, since he seems to have brought up this weird desire. I'm sure these will be eagerly sought, so will start with one/customer. Please be orderly, don't break in line,... :-) thanks
