Shimano seems to have ratings that are the most understated. My Southerland's routinely seems to be a total capacity of 4 to 6 teeth low.

For Campagnolo NR and its clones - overstated but are probably using manufacturer's specs.

Huret in my experience is better at wrapping up chain caused by a large tooth difference - largest to smallest ring on a crank and a smaller freewheel. Not so good on instead of spreading over a wide-range freewheel.

Suntour will dance all over the freewheel, from 14 to even 38 teeth but really can't deal well with more than 16 teeth up front. (wish there would be an upper pivot spring)

Thinking further, I set the chain length to easily run up and down off the largest two rings. In this case the 16 tooth difference for Suntour becomes really critical if you don't like sag or the chain rubbing on the top pulley wheel in the small to small combination.
