Norris : as the photos in the eBay ad show, the frame has braze-ons (steel) that replace the front half of the Jubilee clamp.
This is one of the nice touches on hand-built French bicycles, all of the s pecial specific brazed-on bits for cable entrances, levers, derailleurs, br akes, etc..
The bike has some nice details but the proportions are indeed odd, and not terribly elegant. There again, with a bike built to measure, you don't get ideal or "standard" proportions.
A lot of people would agree that there are "ideal" proportions to a bike fr ame, say a square 55/56 cmn, but this is partly cultural. I believe that mo st Japanese would consider any bike above 58 cm to be disproportioned and ugly, whereas a tall american would find a 49 cm japanes bike too "compact" to be attractive to the eye.
