It really is a pretty thing, and spells time trial bike to me too, but those chainstays look like an answer to a question never asked. Small tubes w/ a bridging plate between would be sort of like an I-beam that would reduce vertical compliance, yet still be kind of noodley in the horizontal plane. And heavier than a thin walled larger diameter tube. Just an observation.

I'm pretty sure it's meant to be a time trial bike. Only one bottle cage and very funny bike- esque but without the small front wheel.
