If the USPS size limit to Norway is 108" (that's the sum of length plus girth, for those not aware of what 108" means), then you should have no problem shipping a pair of wheels. Find a box of close proximity to wheel size, and see that it is thick (or deep) enough to house the breadth of the two wheels, and you should be good to go. As an example, a 28" square faced box can be up to 12" thick. A 30" square faced box can be up to 9" thick, which is still plenty of room for wheels. If you can't find a box of the right dimension, try to find a larger one that has one or two of dimensions correct, and cut down the long sides. Be sure to leave material for flaps.
The real important part is to remove and secure the skewers, and then pad well the axles with a material that is not easily pushed through by sharp metal (as axles become pokers during shipping movement), to keep them from popping out of the box side, and potentially creating damage. Bubble wrap, Kraft paper, styro wrap, thin cardboard, etc., are all insufficient materials for this protection. Heavier gauge cardboard or the like will protect them though.
