Don't do it! I strongly suspect the frameset offered is something other than a genuine Team Raleigh. Normally the team frames of this era have an "SB" designation serial number. Team frames were initially make in the Ilkston plant; the horizontal cutouts in the bottom bracket (as opposed to vertically milled slots), plus the WB serial number suggest to me this is a Wokshop Raleigh Professional frame done up with a "Team" paint job.
