I seem to recall the design logic was associated with the use of loose ball bearings and its larger contact surface/points. Some how this made for a m ore robust design for the track. This answer was given me when I was consi dering a SR HS on my track bike back in 1981. I ended up taking this advice but not sure I would do it again.
