Hard to say about this one. The Campy stuff, as you say, originally cost more than the Stronglight/Simplex, but it would not appeal to a Francophile who wanted an original PX-10. Lots of guys In The Day "upgraded" French bikes in this way. In fact, my LeJeune F-70, the equilavent of a PX-10, at one point had Campy cranks, original DuraAce brakes, Campy hubs, and clipless pedals before I restored it to the original French components about 10 years ago. Problem with upgraded bikes is they are done to suit the owner's individual taste, which might not appeal to a potential buyer.

If he still has the original components, I think I'd restore them and put the as original bike on eBay and sell the Campy components separately. That might be the way to get the most money. But it wouldn't be profitable if he has to buy the French components to restore it.

One caution, French bikes tend to go cheap on eBay compared to Italian bikes of the same quality. I think that may be because some buyers are intimidated by the idea of French threading. Some of that, like pedal threading, may have been eliminated by the Campy components, but the bike will still have French threaded BB and steerer, assuming it has the original fork.

As to the serial number I don't know anyone who has deciphered Peugeot serial numbers, unlees you mean just the fact that the SN# is on the metal tag rather than stamped into the BB. I seem to recall the the metal tags appeared in the mid 70's, but maybe someone else has a better date.
