That is how I learned it as a youth - and how I still visualize it. But over the last few years, people have taken to "dissecting" the two turns, I suppose in order to distinguish between the entrances and exits. Hence, what was once knows as "the entrance to Turn 1" is simply Turn 1; and what was once called "the exit of Turn 1" is now called "Turn 2".
I think this is the result of people visualizing velodromes as if they were built from snap-together track, like they would use for slot cars and model railroads. Actually, is it possible that velodrome constructors always broke down the track in this manner, and eventually their parlance reached the track racing "masses"?
