A different 650: 650c. I don't know the answer to the second question; thi s size and the rims are probably off topic. Because of their application, satisfying ideas of minimizing frontal air resistance, no tires larger than 23mm nominal have been made. (with rare minor exception.) If one is old enough, a 650c bike reminds one of the 85% sized cutlery airlines used to employ for food service. Or how the world looks through some incorrectly ground lenses for vision correction.
There may be some Georgena Terry steel bikes using 650c wheels for smaller size frames, but they are not brazed steel.
