I agree---enough is enough on the tape. There has?been several types of material used for handlebar tape. During the early to mid 80's I even braided the?tape. My personal choice is to start from the bottom. There?is more than 1 way to work the tape and if it comes loose well maybe it is time to give your bike a "little and attention".
