[CR] Assistance with Identifying Nervex Pro Lugged French (?) Frame

Out of my collecting realm with this recently purchased frame that I assume is of French origin???  Can anyone identify actual or potential builder and also an estimated age???

Nervex Pro lugs, with vertical dropout that I am totally unfamiliar with = what type of rear derailleur was used with these dropouts and chainst ay fittings???  Also uses an additional left seatstay brazed on fitting t hat I am guessing is meant for a light???

NERVEX bottom bracket shell is stamped, "59'5064'D222'E38".

Appears to have only an old white primer coat of paint.  No fork, but hop ing to locate it upon my return to the shop where it was purchased.
