Good morning, First, was this second chance offer on something you bid on? That would be the first clue... I looked up erikk-88 and found he has a bunch of active listings, all or mostly for nice OT Campy bits. Use the ask seller a question option on one of the listings and ask about the legitimacy of the offer. I hope this helps - rare bits are nice to obtain. Even when we don't need them! i think if you can login to your ebay acct. and see the message from there then it's a legit offer as long as his actual ebay acct. wasn't hacked... of course if it's a high dollar item take the measures needed to confirm it's a real offer.
