One peculiar thing about 2nd chance offers that I noticed: I am registered on eBay Canada, but often bid on stuff listed on eBay UK. When I lose a UK auction and get a 2nd chance offer, simply clicking on "buy it now" button in the offer (accessible from "my ebay" page) takes me to a page on eBay UK (i.e. the URL contains a "ebay.co.uk" in the beginning rather than "ebay.ca" as it should for me to be able to continue as a registered user). This obviously is a bug in eBay software, and I'm sure they will fix it eventually, but in the meantime I found that a simple workaround works: when I get to the page that contains that "ebay.co.uk", I go the the URL textbox in the browser, and replace it with "ebay.ca", leaving everything else intact. This brings me to the correct 2nd chance offer page, where I can in fact purchase the item if I want. Just thought this might prove useful to some members...
