You use an eyebolt (as used to attach French-style fenders). There was a Rebour drawing in Bicycle Quarterly a few years back...

Anyhow, the eyebolt attaches to the L-shaped arm, as it does to a fender stay. Then you use the threaded part of the eyebolt to attach the light.
