I looked through the photos and what did it for me was the second last one. The stem is a real oddball with the flat vertical sides. The one like this that I owned was on a Follis #172. The BB shell shown on this one was also used by Follis back in the day. I'd say this one might be from just before the peak production of the bike boom as this fostered a hurry-up/who cares level of finish that was much worse than on the item in question.
