It's a repair job done after a serious but non-fatal crash (to the frameset if not the rider) and might be a very nice bike.

But it's not factory.

There was an "alex singer" offered by Sellwood in Portland like this - close enough but not quite - and when you think about it as a crash repair it makes sense. This is the cool part about steel . I can come back to fight another day.
