Correct me if I am wrong, but wasn't this frame offered on eBay not long ago? I remember seeing a disastrous black P-13 project listed (and pulled) around 9/13/09. Aside from being a literal ball of rust on the chrome, it had been modified in an identical fashion to this machine, fastback cluster and all. Seller was adubbw; she might send you one of the photos of it if you ask.

If it /is/, a new frame it is not. Granted, it had been repainted, but it showed a good 15 +/- years of neglect on it.
