I think it's funny how he states the following, added to the description on Oct.19, and in the current listing:

Hi, thanks for the help and interest.Waterford states this is a custom rare made schwinn paramount.The frame has 3 serials: #L73611-L73117-19866 Im not sure what is the last number but the steertube also has the letters HART - P4 .I WILL BE CONTACTED BY WATERFORD WITH FURTHER INFO.The serial L73611 is not visible seems the chrome was polished at some point.

But he's never followed-up on his claim of "further info" from Waterford. And even if there was, I'd want to get my own confirmation from Waterford. But, I think we've already figured out this frame a couple weeks ago. In the car hobby, we call it a "RESTOMOD"
