This sounds like a PGN-10. And he reason you don't remember seeing a collar where the seat stays attach to the seat tube is because the seatpost is held in place with a set screw. So you're also likely to find a JPR seatpost with groove machined into its rearmost facing surface.

If you take possession of the bike, and disassemble it, be prepared for the possibility of: - A Swiss threaded bottom bracket - French threaded headset with a 22.2mm stem

For an inexpensive bike, these were very nicely built.
