Actually, someone sent me a scan of the Hi-E manual, advising that one could take a 36 hole rim and drill 6 extra holes for the 18/24 hub. I'm also advised one can use a 48H tandem rim and skip 6 of the holes. Either way, it will be a bit of a challenge to calculate the proper spoke length.
