What they really are, it appears ... is brake lever adjuster boots. :)

Those look like Universal levers, which in the better models, had an adjuster atop each, with a little black or gum colored rubber bootie. I think Robbie F. was mentioning that he was making those too, along with the Universal hoods he's working on. John Barron had them for sale at the last Cirque I went to, about a hundred years ago, IIRC. If you want a better look, I have some installed on a couple of mid level Torpados I have here, and can shoot pics.
