You probably want to 'fix it right'.

In this case, that involves getting a frame builder to braze on a new bridge (make sure he puts some tubing in the new brake hole so this never happens again), and then fixing the chrome damage with a brush chroming set. If you are patient, you can probably fix the chrome damage with about 3 hours of work and $35 worth of chroming supplies (www.caswellplating.com), and the new rear brake bridge would probably cost maybe $50-$100 to get it replaced by a competant frame builder.
