Anyone know of Daccordi track frames being built in this fashion ( see seat lugs and drops)?

Seller says it is an 80s, apologize if it's off topic.
I have a mystery track bike frame set that is absolutely identical to this one less the paint.
I sent the serial number to Daccordi to see if it's in their records.
Seller has not replied to any questions from me about the listing.
