Bob- There two families of technique in tire mounting (not the tube installing step). Start the second bead at the valve or end at the valve.

I'm a start at the valve guy but then I still do one flange side at a time when lacing a wheel. I've learned to keep my mouth shut at my coworkers doing it the "wrong" way (unless they can't pop the second bead over the rim and I take over). Much more important is the valve base and tire bead both ending up where they need to be.

For those who ride Schrader valves and rubber rim strips my tip is to lift the rim strip up on to the valve just before you insert the valve into the rim. This way the rim strip won't be cut by the valves edges (at the threads base) as the valve goes into the rim hole.
