Generally speaking, the more crosses the easier it is on the flanges. 4x on a 32H large flange is impossible though, with 3x the exit angle at the rim will be compromised enough. With shallow rims it probably is just doable though.

rustless 15-17 is probably right, tension depends on the rim but is probably nowhere near the current 100 kgf. 70 sounds more realistic to me -- mvg
