Mark - Sorry to say Cecil passed away a while ago - If I remember correctly it was sometime in the early 90's. I had the privilege of having him build my first road racing frame in the early 70's. It was the most beautiful bicycle I ever owned or even saw. Sadly, it was destroyed in an accident. Let the person who has this Pino frame know he should do whatever it takes to restore it. Pino was a fantastic builder and inventor and any of his bikes/frames would be well worth restoring. I chatted with Pino a few times and sold a lot of his bottom brackets and skewers in my old shop. Also, it looks like this frame has a Pino bottom bracket in it. If he needs to remove the outer aluminum caps, don't use a standard Park pin wrench, it has a tendency to strip the pin holes. It appears that someone already did that. If you look at picture "Frame21" it seems like the pin holes are getting ovalized. Pino made a special wrench to disassemble and adjust his bottom brackets. I had a couple of custom wrenches made locally to work on the bottom brackets I sold and for my own units. If the person wants to sell the frame I have a spare kidney and could come up with a few unused family members to offer in trade. As for a fork builder I don't have any recommendations, maybe Mr. Bayliss could make one for this frame. Please post some pictures if the person does do a restoration on it.
