Depends what you mean by dependably. I routinely use Nuovo Record with 14-28 with 52-42 in front, including the 72 and 73 Paramounts I've been riding the last month or so. But you have to get the chain length exactly right, and sometimes you need to push the rear hub all the way to the back of the DO. That said, 13-26 should be easier, not just because the rear spread is 1 tooth smaller, but more importantly because the problem of the upper jockey wheel clearing the large FW cog, which is sometimes more difficult than the total gear range, is much less a problem with a 26T large cog than with a 28T.

Even running a 14-28, I'm able to climb moderate hills in the 52-28. Granted one needs to make that shift early before the force on the chain is too great, but considering that some say the large-large combo should be avoided altogether, that's about as good a performance as one can expect.
