Ryan, I would suggest David Hartley at Music City Cycles. He is a Waterford Dealer, and told me once that he liked building wheels and wanted to develop his reputation along that line. He dates from the classic era and understands the attraction of the OT stuff.

There's also Nelo's. I haven't dealt much with them, but I thought Nelo was an old school guy.

With all the fixie craze around here, I would think any of the shops around town would be able to take care of you. I was in Lance Armstrong's place the other day (Mellow Johnny's) http://www.mellowjohnnys.com and they had one of those lovely new Bianchi Dolomiti bikes, lugged and brazed, with Columbus tubing and chrome lugs. Surely these guys could build a set of wheels. Maybe expensive, though.
