that frame is way older than the decals that are on it, by at least 20 or 30 years, judging by the cable braze-ons.

also, the seller can't remove the BB cups? i'd stay far away.

I wouldn't accuse that frame of being 531. The seller appears to have wanted to drop names for search benefit without actually claiming that is what it is. Also, there are too many decals in place to have mysteriously lost all trace of the Reynolds only.
