Outside of all the discussion on restoration, most of which I think is VERY accurate, I have to respectfully disagree with Bill. Repainting a frame is not "ART" is is craft. Unless of course an artist is using a bicycle frame literally "as a canvas" and it is about the message and maybe, possibly, the medium.
