I'm not sure "require" is the operative word. They may work better or not. I had good results running huge off-topic ATB tires on skinny MA-2 rims, and I ran skinny nominal 23mm Contis on exceptionally wide Campagnolo 700C clincher rims as well. They both looked a little funny but seemed to function just fine. I think sweeping generalizations will be hard to make and it will come down to indivdual cases.
