I have a Peugoet UE-8 that uses that little adapter. So I'm guessing the UO-8's and similar do to.

There are bikes out there (don't remember the makes) that have a vertical hole through the rear bridge, and these adapters allow the use of a brake. It also may work as a mudguard mount. I found a couple of these years ago and have yet to find a use for them. Neat little conversation piece though.
