I think it is an attempt at rear suspension. That is, if the "seatstays" ar en't brazed to the seat tube. The whole diagonal would be considerably more vertically compliant than the double-diamond. That would also explain the gaps fore and aft of the seat tube.
The curved ends of the seatstays are simply to allow them to line up better with the tabs on the dropouts.
