I notice both the fork crown and rear brake bridge are drilled. Is that how the bike was originally?

Jerry: The Sieber track bike is shown with a half inch pitch chainring. When
   I started riding track 1950/51 all track bikes came with inch pitch and and
   most f the racers used block chains.  In our club drilling a track frame for brakes was tantamount to a sacrilege.   Gene Diggs, Rochester Hills, MI
