The instructions with H. Lloyd's waterslide decals say to Humbrol "Decal Fix", available from eBay, to wet the tube. Apparently this is a British product used use for applying decals to models. No doubt Phil is talking about equivalent products available in the U.S. I know I've seen stuff like that on the web.
