Dear CR historians--

Colin Laing's response to my question about collar vs. cuff fashion in jerseys neatly linked the collar to protection from chafing by the tubular over the shoulders, and immediately brought me to the next question I was going to pose: When and why did the practice of carrying the tubular over the shoulders change? Did a rule change allowing more support from following vehicles obviate the tire over the shoulder, and with no tire, did the collars just as quickly disappear?

Rex Gilmore noted lots of collars in l959 Tour de France photos, but few in l960. How about tires?
