I had the same difficult experience with a Veloflex Master tire. I could not get it on a Saturne rim, but I found I could get it on a CXP33 rim. After a day of stretching at full inflation on the CXP33, it went on the Saturne relatively easily with normal tire levers.
World Class Cycles and Kool Stop sell a tire jack that sounds to be similar to the VAR tool described by Dan. I agree this tool should make a huge difference in getting a tight tire bead over the rim.
