[CR] 50th brake caliper question and Cinelli stem question

Hi all, I was just in the garage starting work on my Bosomworth that is getting a 2nd hand Campagnolo 50th anni group fitted, I noticed that the brakes have a 2008 style cable clamp bolt, but instead of being chrome plated its blackish. My question is, are they normally chrome plated or are they like the later model SR brakeset and meant to have a allen headed bolt?

I was also going to fit some nice Cinelli track bars to my Team Raleigh track bike, the handlebar stem had no bolt and expander, so I grabbed a 8mm one from a spare 3ttt stem, did'nt fit, was to big. Do these older logo Cinelli stems take a 7mm allen headed bolt? If so are they able to be procured?......regards wayne davidson in sticky heat Invers NZ...........
