Check with Dale to be sure but frames made after the 1983 cutoff date using lugged steel construction seem to be unambiguously on-topic under the Keeper of the Flame exemption. This irrespective of whether they are equipped with later than 1983- even contemporary- componentry. Probably even more on-topic than photographic portraits of more or less random cyclists.
