The first Italian fixed cup I ever installed came loose, and since I take extra care in tightening right-hand threaded BB-cups. A shop i went to used an extention on a consumer type tool to tighten italian cups. they secured the tool on the cup with a crankbolt, sleeve and washer combination to keep it from slipping. There now is a nice tool from Pedros to secure bb tools. http://tbn2.google.com/images?q=tbn:4Z1uiUMcwKgNoM:http://www.eatonbikes.com/images/med/31966739.jpg It's designed for cartridge type tools though, and you'll still need some sleeve for classic cups, so you might as well use a crankbolt.

My personal experiences with Loctite have been limited to having a hard time removing bb-cups from used bikes. If I had to I'd use the lightest grade only. Is Loctite even on-topic?
