The question seems to be how deeply you wind up scoring the seat tube, and whether you go all the way through. I once brazed in a fillet for a bike that had had the Sawzall therapy. didn't strenthen it, but made it look ok. I might even have built a longer tang for the back of the seat post to cover the damage, but memory is very dim on this point. So, good luck, and use those nerves of steel.
